Internal Security Department



BISD's role is monitoring and reporting to the Government on internal security issues. For BISD, 'security' means the protection from harm caused by:

  • Espionage : Espionage is defined as an "attempt to acquire government classified information illegally in order to assist a foreign power or government or to further a subversive aim". A subversive aim means either to undermine or embarrass the Government or to pass on damaging information to a foreign country.
  • Politically motivated violence.
  • Sabotage : sabotage is defined as "an act (or an ommission), intended to cause physical damage to plants, buildings, equipment or other targets, whether civil or military, in order to assist a foreign power to further a political aim".
  • Terrorism : that is the use of violence and intimidation in the furtherance of a political aim.
  • Promotion of a racial and religious violence.
